In August, China switched on a fully domestic 100,000-card AI cluster in Zhengzhou. Intelligent compute hit 218.5 EFLOPS at end-June, up 177% year-on-year.
Beijing's NDRC plans roughly €512 billion in compute-network investment under the 15th Five-Year Plan. No European country can match that scale.
Reality check: industry reports say utilization of these 100,000-card clusters is below 50%. This is an efficiency gap, not just a capacity story.
What most miss: export controls are becoming less relevant. Competition shifts to compute economics – power, cooling, and workload scheduling.
Europe must not try to replicate China. Its edge is precision: energy-efficient silicon, edge inference, and open interoperability. Companies should partner with Chinese players selectively, while policymakers fund common infrastructure.
